1. Llojet e rrezikuara të faunës dhe të florës së egër (CITES)

Shumë lloje bimore dhe shtazore kanë vdekur si rezultat i tregtisë intensive të këtyre specieve. Edhe më shumë specie të rralla do të shuhen në qoftë se nuk ndalohet tregtia e paligjshme e tyre. Ky është qëllimi në nivel global për të luftuar tregtinë e llojeve të rrezikuara të faunës përmes ligjeve dhe rregulloreve.

Mbikqyrja doganore, kryesisht ka të bëjë me speciet e rrezikuara vendase dhe të huaja të kafshëve dhe bimëve, si dhe produkte të tyre, që janë sjellë në ose marrë jashtë territorit Shqiptar.

Janë të ndaluara:

• zotërimi dhe mbajtja nën kontroll, për qëllime tregtimi, e individëve të llojeve të listuara në anekse;
• tregtimi, ekspozimi dhe ofertimi për shitje ose bërja të ditur publikut e individëve të llojeve të listuara në anekse, të cilat janë importuar;
• tregtimi ndërkombëtar i individëve të llojeve të listuara në anekse me mënyra, forma e mjete, që nuk garantojnë trajtimin e duhur shëndetësor të tyre.
• Eksporti, importi dhe rieksporti i çdo individi të llojeve, të përfshira në anekse dhe në listën vendase, kryhet vetëm pasi personi fizik apo juridik pajiset me lejen përkatëse, të cilën e paraqet në organet doganore.

Nëse ju veproni në kundërshtim me dispozitat e Ligji nr. 9867, date 31.01.2008 “Për përcaktimin e rregullave dhe të procedurave për tregtimin ndërkombëtar të llojeve të rrezikuara të faunës dhe florës së egër” dhe të akteve nënligjore në zbatim të tij, kur veprimet e tyre përkatëse nuk përbëjnë vepër penale, atëherë ju jeni përgjegjës për kundërvajtje administrative.

Environment

1. Waste

Based on the legislation on integrated waste management, general rules are defined including the prevention or reduction of adverse impacts from their creation and management by reducing the use of the resources and improving the efficiency of such use.

Importation of hazardous and non-hazardous waste in the Republic of Albania is prohibited in all the cases.
International Transit and Exports from the territory of the Republic of Albania of the waste listed in the "Green List" shall only be permitted if the respective authorization by the Minister of Environment is issued.

2. Ozone depleting substances

Importation of used cooling devices is prohibited (DCM No 290/2010, Annex 3).

Natural and legal persons, who import and enter into market, export and transit products and mixtures containing ozone-depleting substances and equipments using them as defined in Annexes A, B, C and E to the Montreal Protocol, can not carry out the customs procedures, if they do not submit the environmental permission issued by the Minister of Environment, Forestry and Water Administration.

Attention!

If you act in violation of the provisions of Law No 8934, dated 05.09.2002 "On the Protection of the Environment" and its by-laws implementation and when the actions do not constitute a criminal offense, then you are responsible for an administrative offense.

3. Radioactive materials

Import, export and transportation of radioactive and nuclear materials are subject to strict rules. Customs monitor whether imports, exports and transports comply with these rules. This is mainly related to the monitoring of licenses for import, export or transit issued by the Radiation Protection Commission (RPC).

Licensed natural or legal persons have legal responsibility for the protection, safety and security of ionizing radiation sources as well as for the implementation of the provisions provided for in this law and in other acts deriving from its application.

Natural or legal persons, users of ionizing radiation sources, are obliged to pass into a control process the technical  equipment, sources of ionizing radiation according to the criteria provided in the respective regulation.

Attention!

Violation of the provisions provided in Law No 9973, dated 28.07.2008 "On some amendments and additions to Law No 8025, dated 09.11.1995" On protection from ionizing radiation", when it does not constitute a criminal offense, it constitutes an administrative violation and it is punishable by a fine.
