Customs Approves Guidelines on Global Guarantees, Facilitating Business Operations

As part of ongoing efforts to simplify procedures for businesses, the Director General of Customs, Besmir Beja, has approved the Guidance Manual on “Standard Operating Procedures for the Authorization, Operation and Administration of Comprehensive (Global) Guarantees, Reduced Guarantees and Guarantee Waivers in Albanian Customs”.
The purpose of this manual is to describe the standard operating procedures governing the authorization, operation and administration of Comprehensive (Global) Guarantees, Reduced Guarantees and Guarantee Waivers within Albanian Customs. It provides guidance for economic operators wishing to benefit from these facilities and ensures that the relevant processes are clear and well-defined.
A Comprehensive (Global) Guarantee offers the possibility of managing and supervising customs procedures under a single guarantee. Meanwhile, a Reduced Guarantee and a Guarantee Waiver provide opportunities to lower the financial costs associated with maintaining guarantees and simplify procedures for economic operators that meet specific eligibility criteria.
Initially, Comprehensive Guarantees, Reduced Guarantees and Guarantee Waivers will be available to Authorized Economic Operators (AEOs), significantly increasing the financial benefits available to operators that have been certified through the assessment procedures of the General Directorate of Customs.
To qualify, an economic operator must be established in the Republic of Albania and have an active business activity registered in the Albanian Customs IT system. The operator must also have a clean record of customs payments, be a regular user of the customs procedures concerned or an operator of Temporary Storage Facilities, and demonstrate a sufficient level of financial liquidity and reliability.
According to the guidelines, economic operators must possess the financial solvency required to demonstrate sound financial standing, enabling them to meet obligations arising from and related to the nature of their business activities, in accordance with the criteria established by the Customs Code.
The implementation procedures for the Comprehensive Guarantee provide that it may be used for two or more customs operations or procedures. The Reduced Guarantee allows for lower coverage of customs liabilities, thereby reducing costs for economic operators, while the Guarantee Waiver provides relief for operators that have demonstrated a high level of reliability in complying with customs rules and procedures.
The manual aims to provide a comprehensive understanding of the process for administering Comprehensive Guarantees, Reduced Guarantees and Guarantee Waivers within Albanian Customs. Economic operators should ensure that they follow all procedures and comply with the applicable rules in order to benefit from these facilities and avoid potential legal complications.
