On developments of new Information Technology Systems in order to facilitate Customs procedures
The General Directorate of Customs in cooperation with NAIS (National Information Society Agency) and UNCTAD has developed several projects aimed at digitizing customs procedures in order to increase transparency, increase effectiveness, reduce cost and business time.
Project 1- Interaction with ASYHUB, for obtaining information before the arrival of containers in order to speed up risk analysis and Customs procedures for goods arriving at the Port of Durres. The project has been successfully tested with the delivery of data from the Customs Administration to the economic operator Mariner Adriatic, which manages the operation of the Container Terminal and the testing environment is now operational.
Project 2- Interaction of Customs System Asycuda W with E-DPSHTRR. This project aims at the interaction between the two institutions and relevant structures, in order to prevent trafficking of road vehicles and falsification of their documentation and prevention of illegal trafficking.
Project 3- Interaction with National Food Authority (AKU Net). This project aims at the interaction of the ASYCUDA World system with the AKU-Net system by enabling the documents issued by the AKU to be electronically integrated into the Customs System, thus replacing the paperwork mode of operation and reducing the time needed to implement import/export procedures for goods which require control and documentation from AKU.
Project 4- Downloading the Manifest from Document T1. This project aims to facilitate Customs supervision of goods under the Status of Temporary Warehousing by carrying out automatic download of the Manifest for Moods which leave this Status and are placed under the Transit Regime. Automatic download of the Manifest from the T1 Document will replace manual download, which is currently carried out by Customs personnel, by reducing the processing time of goods and a better management/monitoring of goods under Temporary Warehousing.
Project 5- QR Code. The application of the QR Code will enable the addition of security elements of Customs Declaration as a Single Administrative Document (SAD) operationally through the use of smart phone as well as increase of the security of the exchange of data of the Customs Administration with public or private bodies.
Project 6- Simplified Declaration Module. This project will realize the use of simplified declaration for deliveries coming through express couriers.
The use of this Module shall consist in providing the prior declaration of postal consignments at their departure, the registration of the Manifest according to the updated standards, enabling and risk analysis before the simplified declaration or complete declaration.
The use of this Module aims at reducing the processing time of postal consignments as well as transparency regarding the payment of Customs duties, as in this Module will be detailed the import Customs duties.
