On the publication of the Green Book "Customs 2023 and Priorities 2024”
The General Directorate of Customs has published the Green Book "Customs 2023 and Priorities 2024", in two languages, Albanian and English. This is the third year of the publication of the Green Book in the format of an annual report based on the vision of the Customs Administration on facilitation of the legitimate trade while maintaining the right balance through risk analysis and post-clearance controls.
In the introductory speech of the Book, the General Director Genti Gazheli emphasized that “2023 was challenging for Customs Revenues in the conditions of depreciations of Euro and US Dollar, but the Customs Administration achieved the record of USD 2.14 billion revenues and changed the image of the Customs Administration towards a business, professional and ethical service institution”.
Performance in increasing Customs revenue from excise goods, as the best barometer of performance, unaffected by the exchange rate, resulting to an increased amount of declared main consumption products for 2023, such as fuels (646,455 tons), cigarettes (3,135 tons), coffee (7,616 tons), etc.
Business awareness campaigns, conducted with partners, enabled the certification of Authorized Economic Operators, which already are 13 and benefit the Customs procedures facilitations and pass to "green lines”, reducing time and costs for business.
The evaluation of international partners, such as EU, WCO, IMF, World Bank and WTO arrived after Customs Administration commitment in the implementation of technical assistance projects and the screening process, indicating a positive performance in international reports, questionnaires and activities.
Customs today offers about 39 services and 4 online applications and with 17 other services whose passports are ready for implementation during the first half of 2024, we reach the goal of making Customs 100% digital.
In the priorities of 2024, the General Director differentiate the use of data and the Artificial Intelligence in building risk analysis strategies based on models offered by our partners, mainly IMF, WB, WCO, to focus the energies and monitoring the entities with higher risk profile and facilitating the legitimate trade and protecting fair competition.
