The General Directorate of Customs has published the Green Book in the format of an Annual Report entitled "Customs 2021 - Priorities in 2022", in two languages, Albanian and English. The idea of the Green Book fits the vision of the Albanian Customs Administration to facilitate legal trade through the "green channel", but maintaining the right balance with the customs controls.
The book presents a detailed overview of the performance of Customs in revenue collection (the year 2021 set a historical record), as well as the realization of some of our main priorities in regard to the trade facilitation, simplification of customs procedures, Authorized Economic Operators, CEFTA green corridors, Open Balkan initiative and the digitalization of services for businesses and individuals.
The Green Book also contains detailed statistics on the implementation of customs legislation and enforcement as well as information on international cooperation and European integration. A special section is given to the relations with the World Customs Organization, DG Taxud and other partner customs authorities.
The Green Book includes the main priorities of the Customs Administration for the following year with strategic objectives and concrete deadlines regarding:
i. trade facilitation;
ii. increasing the effectiveness of customs control;
iii. risk analysis and strengthening the supervision of excise products;
iv. revenue growth; and
v. intensification of cooperation with key partners and approximation to EU standards through the new programme "Customs 2021-2027".
