Goods that are exempted in case of residence transfer

Personal property imported by natural persons transferring their normal place of residence from another country to the territory of the Republic of Albania shall be admitted free of import duties.

Motor vehicles, caravans, vessels and aircraft’s for pleasure or private.

Criteria to be met in order to grant relief:

The relief shall be limited to personal property which, except in special cases justified by the circumstances, has been in the possession of and used by the person concerned at his former normal place of residence for a minimum of six months before the date on which he ceases to have his normal place of residence in the country of departure.

In the case of motor vehicles, caravans, vessels and aircraft’s have to be fulfilled the following additional conditions:

The person concerned has been the registered owner for the motor vehicle, caravan, vessel or aircraft, where such registration is applicable, for at least 12 months before moving to the Republic of Albania.

It has belonged to the person concerned for at least 12 months before being brought into the customs territory of the Republic of Albania.

Explanation:

After being granted, the relief may not be transferred until two years after its submission to customs clearance unless payment is first made of any customs duty and other taxes for which relief has been granted.

Relief from import duties shall be subject to the lodging of a security. The form and amount shall be determined by the competent customs authorities.

The security shall be released after two years have elapsed following the submission to customs clearance, upon production of satisfactory evidence that the person concerned is and has been throughout this period of time, the registered owner of the motor vehicle, caravan, vessel or aircraft, for which relief was granted.

List of documents:

       a) Request for relief from customs duties along with the list of household items which must be used and  in reasonable amounts  for  personal or familiar needs, signed by the person who changes residence;
       b) Passport, notarized copy;
       c) Family certificate;
       d) Residential certificate by the administrative unit of the city where the person was resident or will be resident in Albania;
       e) Residence Permit to the foreign country, valid for the residential period there, traduced and notarized copies equivalent to the original;
       f) Documents that prove the continuous residence for at least one year in the country a person comes from: tenancy contract, certificate from the municipality or the administrative unit, declaration to the police or municipality transferring the residence etc., translated and notarized copies equivalent to the originals.

 At the relevant Customs House, the application form and the above documentation shall be submitted.

Attention!

No relief shall be granted for:

•        alcoholic products;
•        tobacco or tobacco products;
•        commercial means of transport;
•        articles for use in the exercise of a trade or profession, other than portable instruments of the applied or liberal arts.
