New Computerized Transit System (NCTS P5)

The New Computerized Transit System (NCTS P5) is a European electronic system for managing the customs transit procedure. The system is used by the Member States of the European Union and by countries that are parties to the Common Transit Convention. With the implementation of this system, Albania will soon become a candidate country for accession to the Common Transit Convention (CTC). This project, supported by the World Bank, commenced in March 2020.

NCTS enables the movement of goods under the transit procedure through a fully electronic platform, reducing physical documentation and manual interventions.

Version P5 has been developed in full compliance with the requirements of the Union Customs Code (UCC) and represents a new standard in customs data exchange, security, and traceability of operations, while allowing the possibility of upgrades to more advanced versions in accordance with European Union requirements.

What NCTS P5 standardizes:

  • A harmonized data structure for transit declarations;
  • Standardized electronic message formats (XML);
  • Unified codes and references for goods and accompanying documents;
  • Harmonized procedures for departure, transit, and arrival of goods;
  • More structured risk control and real-time electronic tracking.

Benefits for the company:

  • Increased operational efficiency / Faster processing of declarations and reduction of border delays;
  • Cost reduction / Less physical documentation, fewer errors, and reduced administrative penalties;
  • Greater transparency and control / Full tracking of the status of each declaration;
  • Integration with internal systems;
  • Compliance with European standards.

The implementation of and compliance with NCTS P5 represents a strategic step towards the full digitalization of the company’s customs processes. It not only ensures legal compliance with European standards but also contributes to increased efficiency, risk reduction, and improved operational control.

It is recommended that the company ensure the full alignment of its internal systems and processes with the requirements of NCTS P5 as part of our modernization and operational optimization strategy. The publication of these documents serves to support this process.

Attached, you will find the technical specifications necessary for the development of the application by economic operators using this system.

The most important document for system development is the DDNTA, together with its annexes.
