Air and maritime transport within the Republic of Albania

Customs controls or formalities shall apply to hand luggage and passenger baggage of persons who are engaged in an aerial or maritime voyage within the Republic of Albania only when the customs legislation provides for such controls or formalities. These checks shall apply without prejudice to any of the following cases:

• security and safety controls;
• controls related to prohibitions or restrictions.

The General Director of Customs shall issue the by-law acts laying down measures ensuring uniform application of customs controls including the exchange of risk information and risk analysis results, common risk criteria and standards, control measures and priority control areas.

Ports and airports shall apply customs controls and formalities for:

Hand luggage and passenger baggage of persons who:

• i) travel by airplane coming from an airport outside the Republic of Albania and after a stop at an Albanian airport, it continues to fly to another Albanian airport;
• ii) travel by airplane which stops at an Albanian airport before continuing the flight to a non-Albanian airport;
• iii) use a maritime service provided by the same sailing vessel and including consecutive stops leaving, continuing or ending in a non-Albanian port;
• iv) are in the board of an aircraft for tourism or business travel.

Hand luggage and passenger baggage that:

• i) arrive at an Albanian airport in the board an aircraft coming from a non-Albanian airport and transferred at the Albanian airport to another aircraft continuing a national flight;
• ii) are oaded on an aircraft at an Albanian airport, continuing with a national flight in order to be transferred to another aircraft at another Albanian airport with destination a non-Albanian airport.
